Our Position
Investing in a successful educational experience is the major route for individuals with disabilities to become independent, productive, and contributing members of their communities. NDRN believes children with disabilities have the right to a free appropriate public education in the least restrictive environment.
NDRN works to ensure that education legislation taken up by Congress addresses the needs of students with disabilities and that Department of Education rules and regulations benefit students with disabilities.

Elementary and Secondary Education Act: Support for Highly Qualified Teachers

One issue that has come to the forefront of discussion in recent weeks, is the language included in the last Continuing Resolution that concerns the definition of a “highly qualified teacher” that is required by the Elementary and Secondary Education Act. The language in the current Continuing Resolution overturned a 9th Circuit Court of Appeals decision in Renee v. Duncan that voided a Education Department regulation that allows states to classify teachers as “highly qualified” who are in the beginning or middle of alternative route teacher education programs.Press Release
